Every set makes the chain re-solve this subnet's effective TAO weight once, at this block, so root holders earn what they would with the default validator share and the global TaoWeight; that weight is capped at 1 (root TAO never counts more than 1:1). The requested share is at or below root's baseline share, or would need a weight above 1. The floor is r * (1 + alpha_issuance / root_tao) where r is root's baseline share; btcli subnets emission show --netuid <n> prints it for this block. Raise the validator share and resubmit.
