Slot 3 (validator) of the emission weight vector is too low to reach root's baseline share. Every set makes the chain re-solve this subnet's effective TAO weight once, at this block, so root holders earn what they would with the default validator share and the global TaoWeight; that weight is capped at 1 (root TAO never counts more than 1:1). The requested share is at or below root's baseline share, or would need a weight above 1. The floor is `r * (1 + alpha_issuance / root_tao)` where `r` is root's baseline share; `btcli subnets emission show --netuid <n>` prints it for this block. Raise the validator share and resubmit.
