Slot 1 (recycle) of the emission weight vector was set to a non-zero share. Recycling alpha emission is reserved for a future runtime; in v1 the recycle share must be 0 (or simply omitted).

Declared by the SubtensorModule pallet; it classifies to the semantic code policy_violation.
