This hotkey still has standing miner registration collateral and does not hold validator permit on that subnet (or on a subnet involved in an all-subnet swap). Hotkey swap is blocked for bonded miners so a cheap swap cannot move the UID and bond to a fresh key and defeat validator blacklists. Keys with validator permit may still swap. Drain the bond through earned incentive, or obtain permit, before swapping.
