`sudo_set_subnet_emission_weights` was given `uids` and `values` lists of different lengths. Each slot index in `uids` needs exactly one share in `values`; pass the two lists pairwise (e.g. `uids=[2, 3, 4]`, `values=[owner, validator, miner]`).
