Slots 0 (burn) and 1 (recycle) of the emission weight vector together exceed the 33% ceiling. Burn destroys alpha but still counts toward issuance; recycle removes alpha from `SubnetAlphaOut` and `TotalAlphaIssuance`. Lower burn and/or recycle so their sum is at most 0.33.
